"If the purpose of the U.S. new Africa Strategy is to promote the development of Africa, then China and the U.S. can play their respective advantages towards the goal; if the purpose of the strategy is just to destroy cooperation between China and Africa, then it will not work," Chinese Foreign Ministry spokesperson Hua Chunying said.
She made the remarks at a regular press conference on Tuesday, refuting remarks by National Security Advisor Ambassador John R. Bolton on the New Africa Strategy a few days ago.
China adheres to the "five-no" approach in its relations with Africa, which was announced by Chinese President Xi Jinping at the 2018 Beijing Summit of the Forum on China-Africa Cooperation.
The "five-no" approach is: no interference in African countries' pursuit of development paths that fit their national conditions; no interference in their internal affairs; no imposition of China's will on them; no attachment of political strings to assistance; and no seeking of selfish political gains in investment and financing cooperation.
"This not only sets the benchmark for self-discipline of China's cooperation with Africa but also demonstrates the moral norms of international development cooperation," Hua stressed, adding that only the African people have the most say on whether the friendship between China and Africa is true or not.
