Seven people have been arrested for a chemical leak on November 4 in the city of Quanzhou, east China's Fujian Province, local authorities said Sunday.

Six people from Fujian Donggang Petrochemical Industry Co., Ltd., which caused the leak when loading C9 aromatic solvent into a tanker at a local port, as well as four crew members on the vessel, have been put under criminal coercive measures. Seven of them have been arrested.

In China, criminal coercive measures may include summons by force, bail, residential surveillance, detention or arrest.

Investigation showed that violation of operation rules led to a total leakage of 69.1 tons of chemical. The Donggang company's failure in repairing the crane that had been in a breakdown status for some time is also a cause.

About 40 tons of the leakage has been cleaned up and salvaged, and most of the left had naturally volatilized.

The leakage has limited impact on the atmospheric environment of surrounding villages, said the investigation team and experts after calculation and evaluation based on the weather conditions, tidal current speed at the time of the incident.

Yan Chaohui, deputy party chief of Quangang district under Quanzhou, and several other officials in transport, production safety and port authorities were also punished.
