The second session of the 13th National People's Congress (NPC) began at the Great Hall of the People in Beijing on Tuesday. Policy discussions and planning will take place over the next two weeks and set the tone and goals for the country in 2019. Chinese President Xi Jinping and other leaders attended the opening meeting.
