Deliveryman racks up 959 infractions, detained and fined nearly 180,000 yuan

A food deliveryman who reportedly broke traffic rules 959 times has been fined 179,300 yuan (almost 26,500 US dollars) by traffic police in south China's Guangdong Province. 
Over 3,000 marks will also be deducted from his driver's license. 
Mr. Kang, the deliveryman, first caught traffic police's attention when he broke traffic rules 65 times in 10 days.

After investigating, traffic police found that there were 959 cases reported linked with his motorbike since 2013, including running red lights and driving through restricted districts. His infractions took up 29 printed pages.

Kang was regretful, explaining that he ran red lights just to deliver the food on time: “I know I have some cases left without being handled, so I always detour whenever I come across traffic police. However, I still got caught this time.”
Kang holds a C1 type of driving license, which allows him to drive cars. But he drives a motorbike instead, which requires a type E driving license. As a result, Kang’s driving license was revoked, he was detained for less than 15 days and he had to pay the fine.
According to the police, the motorbike is owned by Kang’s relative, so actually the almost 180,000 yuan penalty could be paid by the relative. 
Breaking traffic rules is commonplace among deliverymen. This April, a deliveryman also in Guangdong was caught by the police for having broken traffic rules 924 times in half a year. It was also discovered that the driver didn't even own a driver's license.

According to Chongqing Commercial Daily, there were more than 3,200 traffic accidents that were related to deliverymen in Nanjing in the first half of last year, or about an average of more than 18 cases everyday.
