The United Nations envoy for Syria on Tuesday said a solution to the eight-year-long strife begins with confidence-building measures and reconciliation between warring parties. It comes after the UN International Children's Emergency Fund said that about 1.5 million people in Syria are now living with permanent impairments because of the conflict. It estimated that 3.3 million Syrian children are exposed to risks from explosive hazards.
