China aims to build its southern Hainan Province into a globally influential tourism and consumption destination by 2035, according to a plan released by the National Development and Reform Commission (NDRC).
Relying on the advantages of its ecological resources, Hainan will implement more policies to accelerate the transformation and upgrading of the tourism industry, promote the integration and development of tourism and other related industries, and improve the quality of tourism consumption service.
Hainan will implement a more convenient offshore duty-free policy and establish a high-end consumer goods design and exhibition trading center. Cruise and yacht tourism will be promoted and a 15-day visa-free policy will be waived to foreign tour groups entering China via cruise trips.

Cultural, festival and sport tourism consumption will also be greatly promoted. Besides, Hainan will facilitate overseas patients' visits to the Hainan Boao Lecheng International Medical Tourism Pilot Zone. More theme parks and tourism resorts will be built to accelerate the convergent of tourism and other industries.
Hainan also plans to create a world-class tourism consumption environment with a large-scale high-standard consumer business circle to be built. The "Internet +" consumption model, such as mobile payment, AI service and "smart stores", will be further improved in Hainan.
Hainan will enhance the quality of tourism consumer service by providing diversified and multi-level hotels, creating a word gourmet center and promoting its public service facility construction.

At the same time, a tourism consumption supervision system will be established to ensure the legal rights of all tourists and punish those tourism-related enterprises and personnel who violate the laws.
According to the plan, Hainan will also support qualified tourism enterprises to go public financing in a bid to form internationally competitive tourism groups, well-known travel agencies and professional travel service companies.
Hainan will further improve its land, sea and air transportation infrastructure and aims to become an important transportation hub connecting the “Belt and Road” countries.
