Premier Li Keqiang has been promoting people-to-people communications between China and central and eastern Europe under the 16-plus-1 mechanism. Several European countries have adjusted their visa policies toward Chinese passport holders. The mutual visa-free scheme with Serbia took effect in January 2017, and Chinese tourists to the country last year almost tripled compared to the year before.
