Agriculture minister briefs on supply-side structural reform

Agriculture Minister Han Changfu briefed the media on China's agricultural supply-side structural reform at a press conference on Tuesday morning.
He said agricultural production was stable, farmers' incomes increased, and positive achievements were made in structural adjustment in agriculture in 2016.

The minister also promised that China will push forward land reform that will let farmers share the profits from the sector's development and the rise in land value.
China has been steadily working on land reform since the 1980s, the trading of urban land has evolved into a vigorous property market, and it has benefited many farmers.
The principle of collective ownership has not changed, but farmers’ rights have been clarified, and a rural land market of sorts has been established.

In China, urban land is owned by the state, and rural land is normally under collective ownership. This can be traced back to the founding of the People's Republic in 1949, and the establishment of socialistic public ownership.
The new round of reform encourages circulation of land use rights on the open market. The government hopes that this will encourage diversified agricultural business models and bring more opportunities.
