UN Secretary-General Antonio Guterres has welcomed progress made during Tuesday's talks between Seoul and Pyongyang, especially agreements to work to ease military tensions, hold military-to-military talks and reopen a military hotline. UN Spokesman Stephane Dujarric said the re-establishment and strengthening of communication channels is critical to lowering the risk of miscalculation and misunderstanding, and will help to reduce tensions in the region. Guterres also welcomed the DPRK's decision to send a delegation to the Winter Olympic Games.
