The International Criminal Court is opening preliminary investigations into alleged crimes by police and security forces in the Philippines. Prosecutor Fatou Bensouda said the probe will focus on allegations since July 2016 that thousands of people have been killed in President Rodrigo Duterte's war on drugs. Duterte's spokesman, Harry Roque, says the president welcomed the I-C-C move because it gives him a chance to clear his name.
