The Fourth International Arctic Forum is underway in the northern Russian city of Arkhangelsk, which more than 1,500 delegates from 14 different nations are attending. The forum is also becoming a platform for Russia and China to reaffirm their ties and develop their joint interests.
It is the first time that the Chinese delegation, headed by Vice Premier Wang Yang, has traveled that far north. “China is a participant, a builder and a contributor in Arctic affairs. We would love to and also have the ability to make greater contributions in the development of cooperation in the Arctic region.” he noted.
Along with Russia’s Deputy Prime Minister, Dmitry Rogozin, Wang viewed an exhibition showcasing the latest technologies for the Arctic exploration. They also took part in the Chinese/Russian intergovernmental group on cooperation. During the meeting, the two sides discussed  Arctic exploration, the North Sea route, joint investment projects in the Arctic, and scientific expeditions.

“We are talking about the complex exploration of the North Sea Route, using its transport capabilities, with the aim of improving the timing and effectiveness of transportation.” said Alexei Gruzdev, Russian Deputy Prime Minister for Economic Development. “We also want to cooperate in the construction of ports, other transport infrastructure, industrial development, and tourism."
Chinese investors are already deeply involved in the new seaport outside Arkhangelsk and the Belkomur railway that will cut transportation from Siberia by 800 kilometers. Chinese companies are now at the forum to further discuss these projects with the Russian side.
Russia and China are rapidly developing their Arctic interests. In 2016, Moscow and Beijing sent their fist joint expedition to the region, with more scientific projects and research expeditions planned for the future.
