German Chancellor Angela Merkel's conservatives have opened a final round of coalition talks with the Social Democrats. Arriving at her Christian Democrat party's headquarters, Merkel said she was optimistic and determined, about swift progress in forging a new government. However the outcome of the talks is far from certain. The SPD is torn internally on whether it should once again govern under Merkel. The party's youth wing is opposing any deal for a coalition. Four months on from a national election, Germany is still awaiting a new government.
