Highlight - How does the National Supervision Commission Articulate with the Central Commission for Discipline Inspection?
It is the responsibility of the new National Supervision Commission to crack down on the corruption in all sectors. It must work together with the Central Commission for Discipline Inspection, which has been the main anti-corruption organ. How will the two organs work together? Robert Lawrence Kuhn raised the question with Liu Jianchao, head of the Commission of Supervision of Zhejiang Province.

“This system contains Chinese characteristics. That is to say, the CPC Discipline Inspection Commission and newly-established National Supervision Commission are actually co-located, which has been likened to a person wearing two hats. We are both a disciplinary inspection agency and a supervision agency. In this way, when investigating and dealing with any party member or governmental employee who exercises public power, we shall look into the violations of Party discipline if he or she is a Party member, while investigating the alleged power-abuse crimes and violations if he or she is suspected of such misconduct. As a result, we shall extend the coverage of Party Discipline to all members and cover all of the governmental employees who exercise public power within laws. We shall investigate violations of both discipline and law. From the investigators’ point of view, they are made up of the same group of people.”
