Urban Planning: China sets Beijing population, construction limits

Beijing will permanently cap its resident population at 23 million by 2020. That's according to a planning document for China's capital city issued by the central government.
 
The document also says that construction land in Beijing should be reduced to about 28 hundred square kilometers by 2020 and to 27 hundred by 2035.
 
The Communist Party of China Central Committee and the State Council have approved the general city plan for Beijing for the period between 2016 and 2035. The approval was made public on Wednesday.
 
The document said the environmental and resources capacity is the rigid limit for Beijing's size and that measures should be taken to reduce the stress of the city. The plan also said population controls and construction limits will force Beijing to transform its development mode and adjust its city functions.
