The Legislative Affairs Commission of the NPC Standing Committee is holding a press conference on the sidelines of the Two Sessions on the draft of the General Rules of Civil Law and the NPC’s legislative work.
Three CPPCC members are holding the press conference: Zhang Rongshun and Xu Anbiao, both vice chairs of the Legislative Affairs Commission of the NPC Standing Committee, and Wang Aili, director of the Criminal Law Office under the Legislative Affairs Commission of the NPC Standing Committee.

The NPC Standing Committee enacted eight laws, revised 27 laws, passed seven legal issues, and examined nine law drafts, one decision and two solutions. It was a fruitful year, according to Xu.

Pilot programs to allow plea bargains for corruption suspects who plead guilty
The 22nd meeting of the NPC passed a decision to authorize the Supreme People's Court and the Supreme People's Procuratorate to run pilot programs in which lighter penalties will be offered to suspects accused of bribing their way into power if they plead guilty.
Wang Aili described the move as an important reform measure aimed at optimizing judicial resources.
Zhang Rongshun outlines schedule for publication of Civil Code by 2020
Zhang said the drafting of the code began at the end of 2016 and is ongoing, with the aim of completing it in 2020.
He said the biggest difficulty has been forming a consensus among all the different opinions, though they are mostly "in the same general direction."
