The city of Shanghai has released a detailed plan for building itself into an "excellent global city" by 2035-- three weeks after the State Council approved its 2017 to 2035 blueprint.
According to the plan, the city is going to control its population and limit the number of permanent residents to 25 million by 2035. The city will also try to bring down the average density of PM 2.5 to 25 micrograms per cubic meter and increase green spaces to 13 square meters per capita.
The city wants to maintain its strong economy and encourage innovation. Shanghai aims to bring the R&D contribution to GDP up to 5.5%. In addition, the city also wants to more than double its number of museums to 375.
