Meanwhile, the U.S. claims that the WTO is losing its focus on trade negotiations, and is going too easy on wealthier developing countries such as China.
U.S. Trade Representative Robert Lighthizer alleged that some WTO members are using lawsuits in an effort to gain attention that they could never get at the negotiating table. He also said that too many countries aren't following WTO rules and too many members have been given unfair exemptions as developing countries.
Earlier this year, 10 WTO members, including the EU, Canada and Japan urged Washington to continue honoring the trade body. Others, however, acknowledged that the WTO needs some reforms.
