The report said that 46 percent of the companies feel foreign firms are treated unfairly compared to local businesses. It also said that foreign companies have increasing concerned about compliance and enforcement. The report also found that more than 20 percent of the surveyed companies still see China as their first investment priority country. Thirty-seven percent said China was in their top three priority and less than 10 percent said that China wasn't a high priority when it comes to investment.
