The 5th session of the 12th Chinese National People's Congress (NPC) opened in the Great Hall of the People on March 5, with Chinese Premier Li Keqiang delivering the government work report.
The year 2016 marked the outset of the decisive stage of finishing building a moderately prosperous society in all respects and is also the first year of the 13th Five-Year Plan, which spans from 2016 to 2020.

A series of primary goals mentioned by Premier Li in the report has been achieved well, and some targets have been exceeded.
The report involves over 30 quantitative indicators, such as the gross domestic product (GDP), the consumer price index (CPI), new jobs in cities and towns, the energy intensity per unit of GDP, investment on railways and highways, and central poverty relief funds issued by the central government, which illustrate the implementation of tasks.
For example, the GDP of China was expected to increase 6.5 percent to 7 percent last year, while the actual growth was 6.7 percent. The CPI was expected to increase about 3 percent while the actual growth was 2 percent. New jobs in cities and towns were expected to reach over 10 million, while 13.14 million jobs were created, which was 131.4 percent of the target. 4.5 percent or below was the expected unemployment rate, while it was 4.02 percent at the end of 2016. The energy intensity per unit of GDP was expected to go down 3.4 percent, while it fell 5 percent in fact.
The accomplished tasks show the Chinese economy of 2016 was stable, and the main goal of economic and social development for the year has been achieved.
It's worth mentioning that these domestic results were achieved amid a weak global economic recovery. China’s gross national product (GNP) of 2016 surpassed 70 trillion RMB (around 10 trillion US dollars), an increase of 6.7 percent over 2015. It makes a good start of the 13th Five-Year Plan (2016-2020) and responds to the whole world's concern towards the Chinese economy.
The economic and social development of the last year provided a satisfactory answer to the start of the 13th Five-Year Plan (2016-2020), which shows that the Chinese government is determined to honor its words with real actions.
The convening of the 19th National Congress of the Community Party of China in 2017 will be a big event for Chinese society.
“Let’s roll up our sleeves to work harder.” The Chinese economy is still a powerful engine driving the world economy.
Premier Li emphasized that China will unswervingly take the road of peaceful development, and guide the economic globalization towards a more inclusive, mutual beneficial, fair and reasonable direction. China is willing to work with the international community to play a constructive role in establishing new international relations and to make new contributions to building the human destiny community.
