China has entered the third year of its two-child policy. So far, it's not having the desired effect.
The latest data released by the government show last year, the number of live births fell over 3 percent to about 17 million from 2016. But that's because some couples are reluctant to have their FIRST child. How reluctant? The number of the second children accounted for over 50 percent of newborns in 2017.
