China to strengthen national supervision system

China will revise administrative supervision law to put in place a unified, authoritative and efficient national supervision system, said Zhang Dejiang, chairman of the Standing Committee of the National People’s Congress (NPC).
Zhang made the remarks about reforming the nation’s watchdog system while delivering the annual work report for the NPC Standing Committee on Wednesday afternoon in Beijing.
“First of all, we will carry out the decision and plan of the Party Central Committee on deepening reform of the national supervision system,” Zhang said.
“This means that we will revise the Law on Administrative Supervision to turn it into a national supervision law, so as to provide a legal guarantee for our efforts to put in place a centralized, unified, authoritative and highly- efficient national supervision system.”
The decision on deepening reform of the national supervision system was made in 2016 by the Party Central Committee, with President Xi Jinping at its core to improve the political structure.
In order to build experience before advancing this major reform throughout the country, the Party Central Committee has decided to launch trials in several localities, Zhang noted.
In line with the principle that “all major reforms must have a legal basis,” the Chairpersons' Council of the NPC Standing Committee produced a proposal in accordance with the law, which was carefully deliberated on by the Standing Committee. The deliberations resulted in the decision to carry out trials for reforming the national supervision system in Beijing and in Shanxi and Zhejiang provinces, said Zhang.
