The document is expected to detail options for expanding US sanctions against Moscow. That may include a list of oligarchs and restrictions on the holdings of Russian government debt. Washington and Moscow remain at odds over US allegations that Russia meddled in the 2016 US presidential election. Russia's presidential vote is in March.
