How the Government Work Report is drawn up

One of the major highlights of China's annual Two Sessions political meetings is the government's work report.
Delivered by the premier, it focuses on how the government plans to drive economic and social development, while also revealing new central and local budgets. It needs to be reviewed and passed by the top legislature must review and pass it before it becomes a guiding principle for the year ahead.
No doubt the report is packed full of figures, but the key points convey China's main policies. The Government Work Report takes several months to finalize, indeed the original draft goes through many revisions.
The State Council, the Politburo and more than a 100 government organizations are involved in some capacity. Opinions are also solicited from the non-communist parties, as well as experts and officials from relevant fields.
The premier himself is usually very hands-on, from the content and structure, to the language and tone.
The government also invites the public to offer opinions and ideas, and even the premier gets to review some of the best suggestions.
It will be interesting to see how this affects input, and how the report influences their lives.
