Russia's Foreign Ministry says that NATO is forcing Moscow to take a confrontational stance in relations with the organization.
Speaking at his first NATO ministerial meeting in Brussels on March 31, US Secretary of State Rex Tillerson promised to maintain sanctions and called on NATO members to unify against what he called "Russian aggression" with more military spending.
Russia noted that NATO was clearly not ready to return to cooperation with Russia in resolving regional security challenges, and called for a radical change in NATO to ensure European security.
