Syria Peace Talks: Russia-backed conference ends with plan to draft new constitution

The Sochi congress has wrapped up after a full day's debate. The Russian-sponsored conference on reaching peace in Syria agreed to create a constitutional committee which will work in Geneva. The group is expected to work on issues that made no progress in UN-sponsored Geneva talks. CGTN's Alaa Ebrahim has more.
ALAA EBRAHIM SOCHI "After a long day of debates, the SOCHI congress wrapped up nearly 13-hundred delegates representing various parts of Syrian society taking part here in this Russian seaside resort, along other foreign observers. The conference started on a positive note for the Russian-promoted event when the United Nations envoy to Syria, Staffan de Mistura, showed up to the opening session signaling UN support.
But when Russian Foreign Minister Sergey Lavrov tried to address the crowd he was heckled and cut off by activists calling on Russia to stop its military campaign in Syria while other attendees shouted 'long live Russia.' The awkward moment was a reminder of the huge gap dividing Syrians on almost every major issue.
The main outcome of the congress was a communique that was very neutral without any surprises calling for preserving the Syrian army, combating terror and maintaining Syria's territorial integrity and sovereignty. Moreover, the communique vowed to promote women's roles in Syria's future - with guarantees of public positions to achieve gender balance. Another statement called upon the UN help start the process of rebuilding Syria's infrastructure and lifting sanction imposed on the war torn country.
But the spotlight here was on a vote inside the congress to establish a constitutional committee tasked with discussing Syria's current constitution and suggesting changes to it. 150 members, including current government opponents, will continue to meet after the congress ends.
Sources in the Syrian opposition tell CGTN this committee will work to overcome the stalemate of the U.N.-sponsored talks in Geneva -- stuck on key issues like modifying Syria's constitution. Though it is unclear at this point how the work of this committee will be coordinated with UN efforts.
Success here in what's officially called the Syrian National Dialogue Congress in Sochi can only be measured by future results. But what Russian officials have emphasized several times is that this is the largest event of its kind - with the widest representation from both inside and outside Syria -- since violence broke out in 2011.
