China pilots sentence bargaining in criminal cases

China is to pilot a system of sentence bargaining in criminal cases in 18 cities, said Zhang Dejiang, chairman of the Standing Committee of the National People’s Congress (NPC), on Wednesday.
Zhang made the announcement while delivering the work report of the NPC Standing Committee to the fifth session of the 12th NPC, China’s top legislature, at the Great Hall of the People in Beijing.
The Standing Committee agreed to authorize the Supreme People’s Court and the Supreme People’s Procuratorate to start the pilot project in 18 cities including Beijing, Tianjin, Shanghai and Chongqing on September 3, 2016.
According to the project, criminal suspects and defendants who are willing to confess to their crimes and plead guilty without objections could be sentenced with leniency.
Zhang said all the authorization decisions were issued in accordance with the law to provide a legal basis for pilot reforms.
