EU works with Libya to slow migrant flood

The European Union is helping Libya prevent migrants from boarding boats along its coastline, one of the main departure points for refugees fleeing the region en route to European shores. 
Nearly 40,000 migrants have been picked up by rescuers in the Mediterranean this year – mostly by Italian coastguards and the EU's Operation Sophia.
The majority have boarded boats in Libya, and the EU is helping to train and equip the Libyan coastguard. 
So far 93 officers have been trained and another 40 are in the process. The EU wants 500 Libyans to go through the drill, according to CGTN's Jack Parrock in Brussels. 
Meanwhile, Tripoli is waiting for a response from the bloc on a so-called shopping list of equipment it wants the EU to pay for.
Many factions in Libya don't recognize the UN-backed government of national accord in Tripoli, preventing the EU from supplying any kind of military equipment for fear of where it may end up.
