Highlights of China’s top procuratorate annual work report

Cao Jianming, head of the Supreme People’s Procuratorate (SPP), delivered an annual work report to lawmakers in Beijing on the sidelines of the Two Sessions on Sunday.
Here are the highlights of the annual work report:

Strengthened punishment for cyber fraud

The SPP cracked down on telecom fraud and arrested 19,345 suspects in 2016. It strengthened international cooperation for prosecution and arrested 353 suspects in transnational telecom fraud cases. 

Maintained campus security

As part of efforts to ensure campus security, the SPP increased cooperation with the Ministry of Education and issued guidance on fighting campus violence. A total of 4,604 people were prosecuted for campus bullying in 2016. Authorities provided counselling for 1,560 victims of bullying. The SPP also sent 7,300 prosecutors to schools as deputy principals to help maintain campus order. 

Strengthened punishment for medical crimes

In 2016, the SPP worked closely with the Ministry of Public Security and National Health and Family Planning Commission to curb violence against doctors. It charged 3,308 people and cracked down on 30 “serious” cases. ‍

Strictly investigated and prosecuted corruption

The SPP investigated 47,650 corrupt officials, and prosecuted high-ranking officials, including Ling Jihua and Su Rong, both former vice chairmen of the country's top political advisory body, and Bai Enpei, a former senior lawmaker with the National People’s Congress.
In 2016, 167 corrupt officials including 27 people on the “100 most wanted fugitives list” returned to China from 37 countries and regions. 

Strengthened internal supervision 

Cao Jianming quoted President Xi Jinping’s remarks on the anti-corruption campaign - “To forge iron, one must be strong” - saying the SPP will continue to weed out corruption among prosecutors. Last year, 474 prosecutors were punished for violations of discipline. 

Work ahead in 2017

In 2017, the prosecution authority will put more efforts into fighting treason, terrorism, separatist activities, religious extremism, campus bullying and violent attacks targeting medical workers.‍
