The "Number One central document" is the name given to the first policy statement released by the central authorities of the year, and it's seen as an indicator of policy priorities.
The document calls for the establishment of an institutional framework and policy system by 2020. By 2035, "decisive" progress should be made, with basic modernization of agriculture and rural areas. By 2050, rural areas should have strong agriculture, a beautiful countryside and well-off residents.
The document stresses the need for proper planning. Local governments are required to draw up specific plans based on local conditions, especially for the period from 2018 to 2022.
