Philippine President Rodrigo Duterte said on Saturday that ISIL was not behind the attack on a casino in the capital Manila that killed at least 38 people. His statement supports a police assessment that the incident was a botched robbery.
The gunman burst into the Resorts World Manila entertainment complex early on Friday, firing shots and setting gaming tables alight. 38 people died from smoke inhalation.
A top lawmaker said the perpetrator was a "lone wolf" terrorist.
