One of the major aspects of the NO.1 decument is to improve rural living conditions. Chinese president Xi Jinping has highlighted this topic in a report delivered to the 19th National Congress of the CPC last October.

XI JINPING CHINESE PRESIDENT "We will strengthen the control of soil pollution and the restoration of polluted soil, intensify the prevention and control of agricultural pollution from non-point sources, and take measures to improve rural living environments. We will improve the treatment of solid waste and garbage."

A three-year plan aimed to improve rural living conditions also released in last November after president Xi's report. The target of the report is to built beautiful livable villages. It covers much details including the garbage disposal, sewage treatment, and improvement of village environments .The report also focus on the balance development between urban and rural areas, balance in production, living condition and ecology. In villages with a long history and rich natural and cultural resources, development must be done along with protection.
