According to Professor Lin, political leadership, social stability and reform agenda are integrated. He said certain polices were essential to boost the economy, provide jobs and improve income distribution.
At the beginning of the reform and opening-up period, China adopted a grassroots-up approach. Spontaneous efforts by farmers, entrepreneurs and local administrative officials unleashed the people's creativity.
But in recent years a top-down approach has grown in popularity. With the deepening of the reform, local initiatives moved in different directions. At the same time, central coordination was more important, especially in sectors which required people to give up their privileges.
Prof. Lin said the combination of these two approaches gave China stability and dynamic economic growth.
