This is the 15th year in a row that the "No. 1 Central Document" has been devoted to agriculture, farmers and rural areas. It's seen as an indicator of policy priorities. From 2004 to 2008, the priority was on solving the low income of farmers. Policies were strengthened to increase farming-related subsidies and farmers' incomes, and expand demand in rural areas. The next stage, from 2009 to 2014, it was land use rights. Farmers were allowed to transfer rights to use their contracted farmland and lease their land to local companies. At the same time, policy support to protect farmer's rights was called for. Since 2015, focuses have extended to structural reform. This includes agricultural supply-side reform, agricultural modernization, and the upgrading and development of the industry.
