US consulates in Russia resumed granting non-immigrant visas to Russian citizens on Friday. The Deputy Head of US Diplomatic Missions in Russia said Washington's decision to shut down its consulates was aimed at stopping further escalation of tensions between the two countries.
 
Relations soured again after the US ordered Russia to shut its offices in San Francisco, Washington and New York within 48 hours. The Trump administration said it was retaliation for the Kremlin demanding the US cut its diplomatic staff in Russia.
