What happens to a CPPCC proposal? One member shares his journey

CPPCC member Zhang Huarong brought two proposals with him to Beijing from Dongguan city, south China's Guangdong province. But after much deliberation, Zhang decided to only submit the one he feels strongest about. That is, to help Chinese companies operating in Africa resolve financing difficulties. 
His company runs a shoe factory in Ethiopia, and employs more than 6,000 workers. He's hoping differentiated loan policies can be provided for overseas Chinese companies such as his.

His ideas are a case study in how proposals are handled in the CPPCC. “I think this proposal will probably be directed to the Bank of China, some policy banks and the State Administration of Foreign Exchange,” said Zhang, president of Huajian Group, a women’s shoes manufacturer based in Dongguan. “They replied to my proposal last year either through telephone or letter. I think our proposal will definitely help solve some problems."

Zhang' proposal has gained support from other CPPCC members -- a dozen of his fellow members have added their signatures to the proposal.

All he needs to do now is to submit a hard copy and an electronic version of his proposal to the proposal-collecting group.

He expects to receive an official response from the related government departments later this year.
