18 people are injured after a minivan caught fire and ploughed into pedestrians in Shanghai. Police are refuting suspicions of a deliberate attack, and say the accident was a result of the vehicle catching fire. The driver, only known as Chen, had been smoking a cigarette while illegally transporting highly flammable substances. He worked for a metalware company in Shanghai and had no criminal history. Police also said Chen had been illegally transporting hazardous substances for some time. He is currently in a coma after inhaling large amounts of smoke.
