US Secretary of State Rex Tillerson said on Tuesday that Washington is ready for talks with the DPRK. He added that it would be up to DPRK leader Kim Jong Un when such negotiations would begin. Tillerson’s remarks came after the DPRK postponed a threat to fire missiles towards the US territory of Guam.
“We continue to be interested in trying to find a way to get to dialogue but that’s up to him (DPRK) top leader Kim Jong Un,” said Tillerson, according to Xinhua News Agency.
Tension is high  over the past days between the United States and the DPRK after the DPRK military said last Thursday that it plans to strike Guam with intermediate missiles that will be ready by mid-August. And its implementation will depend on a decision by the DPRK's top leader Kim Jong Un.
