Trade Tensions: IMF's deputy managing director sounds off on unilateralism

With the annual meetings of the IMF and World Bank getting underway in Indonesia, our reporter Cao Qingyun had a chance to talk with Zhang Tao - the deputy managing director of the IMF. He shared his insights on US-China trade tensions and how China's policy of reform and opening up has brought benefits both at home and abroad.
CAO QINGYUN "Trade tensions started by the US have been changing the global economic environment. What is your comments on the recently announced tariffs on 200 billion US dollars worth of Chinese goods? "
ZHANG TAO IMF DEPUTY MANAGING DIRECTOR "We, at the IMF, believe that any unilateral measures such as tariffs or non-tariff measures would not help to balance trade or external balances. On the contrary, it will hurt the trade balance. Not only that, it will also have damages to the trading partners and other countries because of the spill-over impact. So, as a whole, the global economy will suffer. There is no winner in this as the result of unilateral measures. So, we urge the trading partners, whenever they have disagreements, they would engage into constructive dialogue and negotiation without resort to tariff measures or non-tariff measures."
CAO QINGYUN "It has been 40 years since China has opened up and launch economic reforms. And China is determined to continue its deepen reform and opening up in more sectors. What does this message mean to the world?"
ZHANG TAO IMF DEPUTY MANAGING DIRECTOR "During the last 40 years, China and Chinese people have benefited greatly from the reforms and opening to the world. I believe China will continue this way in the future. The process not only, which is bringing the huge benefit to China, but also greatly benefits the entire world, (such as) being a trading partner, or in terms of the investment opportunities. So, this is good things. I am glad China and Chinese government already committed it to continue to go along the way as it committed. Another important thing is during the process, China also committed to closely engage in the multilateral systems and multilateral arrangement. And we believe as Chinese economy growing and Chinese engagement with international community intensified, China will play more and more important role in improving and building a new system for multilateral trade to build a new and more open, more fair system, so that everybody can benefit from the systems."
