China hopes to eliminate extreme poverty in its rural regions by 2020. Experts say achieving this ambitious goal won't be easy. So, the Chinese government has released a three-year action plan to do just that. CGTN's Wang Mengzhen has details from Monday's Information department Presser.
A new action plan by the Chinese government aims to pull 30 million rural residents out of poverty in the next three years. Agricultural authorities say challenges like lapses in responsibilities and over-emphasis on poverty evaluation still remain. That's why the newly-published plans require authorities to taylor more policies toward alleviating poverty in areas where it's extreme.
HAN JUN, DEPUTY DIRECTOR OFFICE OF CENTRAL RURAL WORK LEADERSHIP "In the next three years, we should enhance our targeted alleviation measures from each village, each family to each individual. Targeted solutions include developing industries, pushing forward the employment and housing relocation, and better preserving the ecological system."
Among all measures taken - promoting industrial growth has become the most common. But problems lie in how villagers can sell their products and make money.
During Monday's press conference, CGTN raised the question of how agricultural products could be better commercialized.
HAN JUN, DEPUTY DIRECTOR OFFICE OF CENTRAL RURAL WORK LEADERSHIP "The key is to be market-oriented. The government should offer services on information, technology and finance. But it cannot control the whole process, as we have learned many lessons on that. It still takes time for villagers to completely follow the market. So, we, as policy-makers, should focus on both production and marketing to expand access to these products."
Another issue - the vulnerability of those removed from poverty, many of whom fall back into it.

This doesn't mean we only provide them with basic living allowances. But we will establish better medical insurance and treatment, charity, and guarantee their housing security by relocation."
Since launching the poverty alleviation plan in 2012, the nation has already lifted close to 70 million people out of poverty. And more than 100 counties have risen above the impoverished status. Experts say winning the battle over the next three years will be difficult, but not impossible.
