Another constitutional amendment is to create a new supervisory commission that will work with the party's anti-corruption agency. It's raised concerns though it might produce a "super commission" - something the Minister of Supervision addressed.
YANG XIAODU MINISTER OF SUPERVISION "After the incorporation of the anti-corruption bureau of the Supreme People's Procuratorate and the anti-corruption systems of the National Procuratorate into the Supervision Committee, the number of personnel in the Central Commission for Discipline Inspection and local discipline commissions only rose by 10%. The scope of the committee's power will be expanded, but it will exercise the same kind of power. We do have more responsibilities now. There has been a blank space in anti-corruption work, that is the supervision of the civil servants. Party discipline covered all members of the party. The law only dealt with officials in the administrative body. But besides the administrative officials and party members, there is a large blank space concerning civil servants. This blank space has been unsupervised. The establishment of the Inspection Law is to help us supervise and inspect this blank space."
