Chen Haiyi's proposal to establish a big data system to prevent juvenile crimes has received widespread attention at the National People's Congress. Hou Na followed her journey.
This is a moment Chen Haiyi has to face regularly. As a judge handling juvenile crimes, her job involves sentencing juvenile offenders to prison. But what matters to her most is rehabilitating and saving young souls. Throughout her 20-year career, she's saved more than one thousand juvenile offenders by educating and reforming them. She's been called Mother Judge and this year, she took on an additional role as NPC deputy. Chen said she worries about the lack of transparency in the information system on juvenile crimes.

Chen said the lack of a comprehensive information system can sometimes lead to wrong judgments. She believes a big data system would help analyze the age, education, and family backgrounds of offenders and could lead to sounder court decisions. As a mother and female judge, she said she feels the need to make her voice heard.
HOU NA BEIJING "There are 742 female deputies this year, accounting for nearly 25 percent of the total. That's a 1.5-percent increase from the 12th NPC. As a first-time NPC deputy and a female judge, Chen Haiyi feels the weight of her responsibilities."

Meanwhile, prosecutors nationwide have taken steps to protect the rights of adolescent suspects and show leniency to juveniles convicted of minor offenses in an effort to educate and save them. Statistics from the Supreme People's Procuratorate show that prosecutors exempted about 70,000 suspects below the age of 18 or 28.7 percent of all juvenile suspects from arrest between 2013 and November 2017.
