For the first time ever, China's drug administration has launched a public awareness week to address cosmetic safety. Monday's opening saw consumers, companies and government gather together to aim for a healthy beauty industry. Wu Guoxiu reports.
Daily necessities for a beautiful life. When cosmetics first hit the Chinese market in the 1980s, they were must-have's for many women. Since 2010, cosmetics market sales revenue has increased by 10 percent every year. For consumers, safety remains the biggest concern.
LI YUANGUANG, VICE SECRETARY-GENERAL CHINA CONSUMERS ASSOCIATION "Over 37 percent of consumer complaints relate to cosmetic safety. Cosmetics sold online are particularly hard to identify. There is not a tracing system yet."
By 2018, over 1.3 million non-special purpose cosmetic products had been registered in China. Doctors warn consumers that some cosmetic items can cause allergic reactions, and encourage those with symptoms to get treatment. More than 4,700 companies have been licensed to produce cosmetics in China so far. The industry even made a Declaration of Self-Discipline, vowing to abide by rules and not to exaggerate effects in promotion.
CHEN SHAOJUN, DIRECTOR CHINA ASSOCIATION FOR FRAGRANCE FLAVOR & COSMETIC INDUSTRIES "We call for member companies to abide by laws and regulations, to ensure quality, safety, and fight against illegal production and sales together."
Last October, China's National Medical Products Administration launched a subsidiary department specifically for cosmetics management.
LI JINJU, DEPUTY DIRECTOR COSMETICS SUPERVISION, NATIONAL MEDICAL PRODUCTS ADMINISTRATION "We're making a new safety regulation with tougher punishments and more random checks. We've launched a campaign to clear online promotions and clear offline resources of fake and unqualified cosmetic sales. It's just begun, but will be tougher after the regulation comes out."
WU GUOXIU BEIJING "For many people, cosmetics are something they can't live without. Now there is a new App from the government, to check if a cosmetic product is registered, approved, to find knowledge about using cosmetics, and if necessary, to make complaints. As the medical authorities vow to strengthen supervision, the public is also expected to make safe beauty choices. Wu Guoxiu, CGTN, Beijing."
