Here in Beijing, China's annual political season continues. At today's meeting of the National People's Congress, lawmakers discussed a draft supervision law and plan to restructure the State Council. Wang Yuan has the story.
New supervisory commissions are to be established at the national and local levels. It's part of a draft supervision law aiming to unify anti-corruption efforts.
LI JIANGUO, VICE CHAIRMAN STANDING COMMITTEE OF 12TH NPC "The purpose of reform of the supervisory system is to integrate anti-corruption resources, unify the Party's leadership of anti-corruption efforts, and build a centralized and effective supervisory system with Chinese characteristics. The reform seeks the supervision of all officials exercising public power. Deepening reform of the supervisory system means innovation of organization and systems. It must break the institutional obstacles and establish a new national supervisory system."
The new supervisory commissions will incorporate existing supervisory and anti-corruption agencies. Their three major duties are: supervision, investigation and punishment. The national Supervision Commission will be responsible to and be supervised by the National People's Congress. The commission is supposed to exercise its supervisory power without interference of the government, social organizations or individuals.
Officials also laid out plans to restructure the State Council. It was described as "the biggest revamp in years". New government departments and ministries will be established, handling national resources, the environment, agriculture and rural affairs, veteran affairs, and emergency management. A new National Health Commission will also be set up. There will also be an administration for immigration affairs, a new agency for international development, a banking and insurance regulatory commission, and a national market supervision commission.
State Councilor Wang Yong, who briefed the lawmakers on the plan, said the reform aims to make the government more efficient and service-oriented.

We will strengthen the government's economic management, market supervision, social management, public service and environmental protection. We will build a service-oriented government to meet people's expectations."
