Liaoning Province: Innovation hub for manufacturing

As delegates started their group discussions at the 19th CPC National Congress, the delegates from northeastern China's Liaoning Province are focused on manufacturing innovation when thinking about the next five years.

Home to the country’s first steam engine and jet plane, Liaoning Province is a mega equipment manufacturing hub. But with slowing growth in recent years, the province is looking for new ways to boost the local economy.
Delegates believed General Secretary of the CPC Central Committee Xi Jinping’s report delivered on Wednesday offered guidance for the future.
With major ports along its shores, Liaoning is considered an important node along the new Silk Road. Local leaders say new opportunities lie in opening up the province to the world.

Yi Lianhong, the Party secretary of Shenyang said his city has advantages in technology and talent. Therefore, the government will create more opportunities for local talent to industrialize their innovation to products.

To encourage innovation and attract investment, Liaoning Province is determined to improve its business environment.
“Without a good business environment, no projects will come and no talent will stay,” Li Xi, Party secretary of the province said during the discussion. 
The province has implemented tax cut policies and more than 120 billion yuan tax is expected to be unloaded from local enterprises in 2017.
