The State Council, China's cabinet, unveiled on Tuesday a plan to make the sharing of technological breakthroughs, such as artificial intelligence (AI), augmented reality (AR) and blockchain, easier by creating a national technology transfer system by 2025.
The technology transfer system is a process of transferring new technology from its originator to a wider distribution among more users and places.
Improving the system is key to domestic innovation, economic and social development, and to China's efforts of becoming a leading power in science and technology, the State Council said.
The report also noted that a more unified and open technology market and exchange network on the national level should be set up.
Channels for technology transfers should be expanded to increase the influence of the transfer system. For instance, sci-tech achievements from the military should be accessible to civilian departments while cross-region transfers should be encouraged.
The report also asked for a better policy environment and stronger logistical support to ensure efficient operation.
