The 12th National Congress of the China Association for Promoting Democracy (CAPD) concluded in Beijing on Wednesday, with Cai Dafeng being elected as chairman. The CAPD was officially established in Shanghai on Dec. 30, 1945. It mainly consists of intellectuals working in the fields of culture, education, publishing and science. Since the reform and opening-up policy in 1978, the CAPD has been advocating balanced development of compulsory education, the reform of vocational education, and a modern public cultural service system.
