Cross-Border Trade: Sino-Kazakh Cooperation Center filled with new opportunities

Thank you Michal. Khorgos has been one of the busiest land ports in China. With the building of the dry port and other infrastructure projects, new opportunities come to the region. So how are businessmen quickly seizing opportunities to develop?
For many dessert lovers, the smell of cheese pastries and fudge are irresistible. After 3 years of working in the pastry business in Kazakhstan, Aliya decided to take her fortune to China and invest in the Cooperation Center at the border. Here, Kazakh desserts are rare. Dealers and buyers from China and countries along the silk road are streaming in and out, seeking the best flavors.
ALIYA VENDOR "Now we have wholesalers from Beijing and other places. Business is good. Pastries and cookies sell very well here. I hope there will be more buyers. We have many types of desserts. "
Aliya's hope is simple-- growing the business and one day bringing her children to China for better education and to learn Chinese. Unlike Aliya, Huo Shuyan and her husband came from 3,500 kilometers away – from the country's largest production base for children's bicycles, electric scooters, and toy cars- Hebei Province. Their plan is to pursue higher business returns.
HUO SHUYAN VENDOR "People from Central Asia like larger toys. At the beginning, we had no idea. So we shipped everything from Hebei. Buyers told me what they wanted, and we made friends, so now we know what their demands are. Business is good here."
The couple believes that the Silk Road Economic Belt Initiative will bring them prominent business opportunities right on the border. So far, their profits have doubled compared to back in their hometown. In 2012, this massive 5.28 kilometers of land -- the Sino-Kazakh Cooperation Center -- became one of the forefronts of China's global strategy. This comprehensive trade area integrates trade negotiations, storage, transportation, and financial services.
LIU YANG KHORGOS "The Sino-Kazakh Cooperation Center is the very first cross-border free trade zone in the world. It's also a prime example of regional cooperation under the SCO framework. I'm now standing in China, but with just one step, I've crossed the border into Kazakhstan. In this area, all you need is an ID or passport to get a permit to enter the area. It allows people, goods, and capital to flow freely across the border."
People from both sides will not only benefit from trade, but also from the increased capacity of business. In the past 6 years, nearly 20 million travelers entered the cooperation center, and the trade volume exceeded 20 billion yuan. On the other side of the border, a five-star-hotel and a Kazakhstan university medical center are under construction.
KAHARMAN DJAZIN, PRESIDENT JSC ICBC KHORGOS "Last year, we did not have any kind of benefits for investors, but since this year, we have attracted many potential investors not only from the Kazakhstan and China side, but also from Europe, Russia and other countries. We will push this project forward."
Khorgos is at the forefront of the country's reform trial. As for the cross-border cooperation center, there's no precedent for policies and regulations. The Vice Mayor of the city says even though it's overcome many obstacles since it began when it comes to policy, it is still in an exploration stage.
ZHANG GUOXIN,VICE MAYOR KHORGOS "This market is now defined as a high-end wholesale market. The next step is we are going to develop cross-border e-commerce here. The exchange of goods is only one of the five links. We also hope to export China's management, its experiences, as well as Chinese culture, film and television."
In this cross-border cooperation center, many are like Aliya and Huo Shuyan's family they are not only the beneficiaries of the Silk Road's revival but the fortunate witnesses to this fast-changing landscape.
