Consistent with China’s Constitution and the Basic Law of the Hong Kong Special Administrative Region (HKSAR), the 12th NPC and its Standing Committee have issued a decision on issues related to electing a chief executive by universal suffrage in the HKSAR and produced an interpretation of Article 104 of the Basic Law of the HKSAR, according to the report delivered at the ongoing NPC session on Sunday by Zhang Dejiang, chairman of the NPC Standing Committee.
