Meanwhile, the 31st April Spring Friendship Art Festival has kicked-off in Pyongyang. The Director of the CPC's Central Committee's International Department, Song Tao, is leading a Chinese delegation there. The festival marks the DPRK's late founder Kim Il Sung, whose birthday falls on April 15th.

Artists from several other nations, including Russia, Japan, France and Spain, are bringing a variety of performances to the capital. The festival wraps-up on Tuesday.
