Hong Kong says it will restart discussions on the suspended bill. The proposal would allow suspects to be tranferred on a case-by-case basis to jurisdictions Hong Kong does not have a formal extradition agreement with, including the Chinese mainland, Taiwan, and Macao. Our reporter spoke to one barrister who says officials are trying to fix a legal loophole.
